Compostable is a much stricter claim. It means the bag will break down completely into non-toxic biomass, water, and $\text{CO}_2$ within a specified time (e.g., 90 days) in a managed composting environment. Biodegradable simply means the material will break down eventually, but without a defined time frame or proof of non-toxicity, which is why Compostable is the superior environmental standard.
